Github 不能付费

今天想给 github 升级个付费版，结果遇到这个错误：

You can't proceed with your payment We are sorry, but after reviewing we have determined that the billing information supplied is ineligible for transactions with GitHub due to government restrictions.

哪位有经验指点一下？
