求助： AWS 的 SES 不给出 Sandbox？

我有两个 AWS 账户，一个是个人的，一个是公司的。

我在个人的账户上开发调试好一个 web 应用，部署到公司账户上，但是公司的账户，aws 拒绝了我 ses 出 sandbox 的申请：

We reviewed your request and determined that your use of Amazon SES could have a negative impact on our service. We are denying this request to prevent other Amazon SES customers from experiencing interruptions in service.

细节：
1. 就是正常的事务邮件：用户注册、发验证码，购买订单通知。lambda 调用 ses 库。
2. 个人账户当初 ses 很容易就通过了出 sandbox 申请，同样的网站，同样的申请描述
3. Completed tasks：email address verified ，sending domain verified


现在非常尴尬。难道要转投 azure ？

这个审核很迷，年初帮朋友做个项目申请没过就改用第三方的了。然后过了大概半年突然发邮件说违规把 ses 停了，又过了几天说封错了，结果 ses 权限就莫名其妙开了。
