Github 账单信息设为中国后无法修改

请问 github 账单地址设定为中国后无法修改是怎么回事，

为了注册教育优惠写了账单信息，然后教育优惠过了，但是三天了还不发放优惠。我就去 copilot 发现说

现在是想买 copilot 不让买，想换地址也不让换。而且这个号还常用，不想注销，想问一下这种情况还有救吗。

另外问一下

1. 大陆是不是不能注册教育优惠，或者说不能写大陆的地址
2. 买 copilot 是不是应该开个小号
