说句实话，做人工智能或智能的科技企业不在乎备案与否，原因有以下几个

1、人工智能创业起步很高，服务器都需要买几百万美金，还担心备案吗

2、人工智能初创融资对象近一半外资背景，甚至受众顾客不少也是老外，服务器放香港美国本身就是最佳选项

3、国内控制网络主权，繁琐管理不止备案，时不时叨扰

4、只有那种依赖广告联盟的小站长才把备案当首要问题、启用.ai 的绝大部分都是初创科技项目，展示为主，靠流量挣广告费的少

5、2018 前除了北京湖南全国都可以备案任何国别包括 ai，18 新政后貌似备案看人品，原先有备案号的应该还可以备案.ai ，其他看人品或关系
