GAE 上搭的 kindlear 用了几个月一直正常，突然发邮件说要改 billing state

是因为 GAE 没有开启支付导致的，限额内肯定是不收费的，所以忽略这封邮件即可（我是开了支付方式的，所以没收到这封邮件
