这句话不明白啥意思.

简单讲，就是背景不能用半透明(准确讲，应该是不能设置背景的透明度)。

当背景使用半透明色彩时，（给出的）对比度会有一个误差范围（下面的+/-值），因为它们（用作背景的半透明色彩）可能被叠加在各种不同的颜色上。
