刚注册的 PayPal 是不能使用预授权付款吗？

rt。弄阿里云国际版的时候出现的问题。
paypal 国籍为中国的时候能正常预授权但是返回阿里云后就显示不支持的地区
注册了美国的 paypal，然后付款
paypal 永远显示
Sorry, we weren ’ t able to set up preapproved payments at this time.
Please return to the merchant and choose another way to pay.
粗略看了看中国和美国的 paypal 差别就在 setbuyer 这个请求里

中国的

另： 在尝试绑定 App Store 美区，Google Play 的时候 paypal 显示相同的错误
同时在致电客服的时候，客服告诉我最近阿里云要求 paypal 加强了风控（不知道是不是是这个原因）
有遇到过类似的问题或者有过接入 paypal 经验的 v2er 吗？

注册就是全程美国 IP，但是我没有电话认证，最后记得 $1.95 认证，认证入口忘了，反正不好找

目前国区帐号买的阿里云香港和美国主机经常出问题,所以想弄个国际帐号买这些主机试试.
