google wallet 买不了N4，有人成功吗？

第一次下单时，添加wallet信用卡，写的是招行双币visa，billing地址是香港，大陆英文地址，收到短信扣了8人民币。但checkout时显示无法使用这张卡。
第二次，把上面的卡billing地址改成转运地址，收到短信扣了$1。但点击buy显示下面的错误:
Uh oh. There was a problem.

We couldn't complete your purchase because of a technical issue.

Details of the problem below:
Sorry, we were unable to process this request. The order has been automatically cancelled and you will not be charged for the purchase. Please try again later.

也没收到email，试了几次都是这个错误。
然后去买了首歌试试，错误和上面一样。
最后去google voice充值了$10了试试，收到短信说消费了$10，但随后收到email，说order取消了，错误如下：
Google has cancelled your order. You have not been charged.

Reason: Other (describe below)

Comments from Google: "We were unable to process your order."

到wallet里查transaction，错误类似：

成功下单过，就是发货周期太长，预计收到货的时间刚好是春节，就取消了订单

要把所有地址都改成美国的才行，别填香港的

把billing地址再改回大陆的，点process选择支付卡直接出错了：

再全部改回美国试试
