If might seem somewhat counter-intuitive, but our visual studies revealed that your perception of smoothness is less affected at peak scroll rate, and more acute at somewhat slower rates. I.e. when things are moving so fast that they are largely a blur (and your eye can’t track individual edges precisely) you notice jumps less, but when edges are moving at a more trackable speed, then extra smoothness is more perceptible.
