Github Actions 目测事实上废弃了 ubuntu-18.04

最近一些新项目也试过让 AI 写，然后给的也是 actions/checkout@v2 ，也是需要改进的问题，给的内容过时。。

差别不大吧，
我 actions 上遇到过的版本问题只有一个，
打包出来的 flutter linux app 依赖了高版本 glibc ，
导致采用低版本 glibc 的 debian 无法运行，
