这是 彭剑 律师 关于“科技打假人士人身安全保障资金”的态度说明，虽然这个网站叫做“基金”实际上是没有基金的“收益性功能和增值潜能”的特点的，也不是欧美国家的“非盈利组织”因为没有收益（见维基百科）。
我认为这种行为是种 “donate to my website” 的行为，我国税法 http://www.chinatax.gov.cn/n8136506/n8136593/n8137537/n8138502/9820164.html 没有做出规定。

支付宝在国内开通了 https://me.alipay.com 功能用于收款，很多国内的开源作者用它当捐赠。也不需要交税，但是超过一定额度要给支付宝一定比率的中介费。
