The FTC ruling was narrow and (to date) only directed at specific companies. Whether it applies to all doesn't matter if enforcement is targeted. As far as I know, they are within their rights to void the warranty of a component they need to replace if that component was altered and they are providing warranty service at no cost. As they are not required to offer warranty repairs for a fee, the ruling is (well) empty. You can contact FTC but I would suggest you will have replaced the system a couple times before they took any action.
