vscode 的 prompt.md 和 instructions.md 有什么区别？

个人理解 prompt.md 是 copilot 通用的提示词 instructions.md 是专门针对某个项目、某类语言的提示词

但是感觉两个能互相替代？

没明白， 我一开始根据指引创建了 prompt.md ，后面发现一点效果没有，
然后根据指引创建了 instructions.md ， 有效，
最后发现是自动在用户设置.json 里加上了目录.github/instructions ，而 prompt 可能露了啥配置， 麻烦，instructions 应该就够了吧，
