可以，只要对应的平台上有运行时库就可以。
我第一次写 Objective-C ，是在 Windows 上用 cygwin+PSPsdk ，发布到 PSP 上的。 |

完全没问题。开源的 SOGo Groupware 就是用 obj-c 开发的，在 Linux/BSD 上需要 GNUStep 组件：
