commonwealth は、中英語の common（共通の）と wealth（富、繁栄）を組み合わせた語である。ここでの wealth は現代的な「金銭的な富」ではなく、古い意味の「幸福、福祉」を指す。15世紀頃から「公共の福祉」「国家」という意味で使われ始め、17世紀のイングランド共和国（1649–1660）の正式名称として Commonwealth of England が用いられたことで、政治的な意味合いが強まった。
